BiPSU is a state university level III in the municipality of Naval in Biliran, Philippines. Pursuant to Republic Acts 9718 & 11170, BiPSU is mandated to provide advanced education, higher technological, professional instruction, and training in the fields of arts and sciences, education, agriculture, fishery, forestry, maritime education, information and communications technology, engineering, tourism, and other related fields of study. It is also mandated to undertake research and extension services and provide progressive leadership in its areas of specialization. It is operating an extension campus in the town of Biliran, Biliran. Recently, the World Universities with Real Impact (WURI) has ranked BiPSU 22nd in the Crisis Management Rankings for 2022 and ranked 3rd in the Philippines in the same category. Under the same ranking system, BiPSU is rated to be part of the 101-200 ranked universities across the globe. Cementing the university’s commitment to performance excellence and quality standard, the university has been found to conform to the Quality Management System (QMS) standard ISO 9001:2015 for the Provision of Tertiary Education in all Program Offerings by the DNV (Det Norske Veritas). In 2019, the Philippine Civil Service Commission (CSC) awarded BiPSU with Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) Maturity Level II in the four core Human Resource Management (HRM) systems: Recruitment, Selection, and Placement (RSP), Learning and Development (L&D), Performance Management (PM) and Rewards and Recognition (R&R). In 2017, the university ranked 3rd in the Search for the Most Sustainable and Eco-Friendly Schools by the Environmental Management Bureau (EMB) - Department of Environment and Natural Resources (DENR) and regional champion of the said competition in Eastern Visayas. The university also prides itself on having the Journal of Society and Technology (JST), a peer-reviewed publication about original research papers and review articles that address issues and concerns in society and technology. Articles related to society cover education, human resource management, health and safety, business and entrepreneurship, risk management, and research findings associated with the interaction of humans and the environment. The journal also welcomes articles related to agriculture, food technology, engineering, information and communication technology, and innovations in other fields.
